The accurate localization of multiple Partial Discharge (PD) sources in Air-Insulated Substations (AIS) using Ultra-High-Frequency (UHF) technology is significantly challenged by environmental noise, signal reflections, and interference. This paper, the first in a two-part series, establishes the foundational methodology to address these challenges. We present the design of an optimized biconical antenna, tailored for PD detection, and propose a diamond-Y hybrid antenna array configuration for three-dimensional localization. A detailed high-fidelity model of an HV AIS is developed in CST Studio Suite, incorporating five distinct PD sources to simulate complex real-world scenarios, including cases with no direct signal path and internal transformer PD. Furthermore, a novel framework for identifying and clustering multiple PD sources from noisy, mixed signals is introduced, based on Continuous Wavelet Transform (CWT) and wavelet denoising. Collectively, the methodologies developed in this paper create a robust and reliable platform, which is utilized in Part 2 to achieve and analyze the accurate 3D localization results of the multiple PD sources.
